Of course we don’t like to speak of such in Chinese Medicine, but in an interview with one of the doctors, i was told the following:

(A) For wind-cold: use 正柴胡饮

正柴胡饮能退烧

芍药甘草痛能消

防风生姜能解表

加入陈皮气机调

Total of six (6) herbs. It’s a general-use formula. I would use 赤芍 and 生甘草 for soothing the throat. The wind cold here may be understood by some biomedical practitioners as a mild cold with at most minor whole-body symptoms.

(B) For wind-heat: use 小柴胡汤 for milder symptoms and 银翘散 for more severe heat.

The latter formula for wind-heat has more 清热 herbs like the 银翘 pair and the 竹叶芦根 pair, with of course other herbs to deal with other things e.g. the 牛薄荷 pair, the 豆豉-荆芥 pair, and the 甘桔 pair.
